Strategic friction

The computerized system would allow the Pentagon to predict whether certain actions would trigger an excessive Chinese response.
In October, the Chinese military condemned the US and Canada for sending one warship each across the Taiwan Strait. “That incident and other similar incidents have spurred the need for the tool,” the deputy minister said. “This tool should ensure that the United States does not inadvertently provoke China.”
The new software will allow U.S. officials to anticipate actions planned four months in advance.
