According to the Russian Foreign Minister, Moldova, a former Soviet country, is putting itself in danger by wanting to become a member of the European Union. The Eastern European country obtained candidate state status in June 2022.

Last March, European Union countries confirmed that they would continue to support Moldova unconditionally in the areas of security and economics until the country joined.

In his speech to the OSCE summit, Lavrov spoke, among other things, about the Kozak Memorandum, a plan proposed by Russia in 2003. The aim of the memorandum was to put an end to the conflict between Moldova and Transnistria. This dwarf state, located on the border with Ukraine, is internationally recognized as part of Moldova, but is controlled by Russian separatists. The Kozak memorandum was rejected in 2005 by then Moldovan President Vladimir Voronin.

Lavrov said: “The Kozak memorandum, which could have reliably resolved the situation in Moldova twenty years ago, is one of the frustrating attempts to solve the pressing problems of our continent on the basis of the principles of the OSCE.” He continued: “NATO and the European Union torpedoed the document at that time.”

After Ukraine, Moldova is now “destined to become the next victim of the hybrid war launched by the West against Russia,” the minister concluded.

In the context of the war between Russia and Ukraine, hybrid warfare is regularly discussed. This means that the parties are not only using military means such as weapons against each other, but they are also trying to weaken each other in other ways. This includes cyber attacks, espionage, infrastructure sabotage, disinformation campaigns, etc.

The Moldovan Foreign Ministry has now responded to Lavrov’s statements. “Russia’s statements are part of a series of hostile actions that the Russian Federation has attempted against our country over the past 30 years. Fortunately, we can count on Western partner nations who have stood by our side all this time and helped us successfully confront such threats.”
