The Flemish government agreed to the agreement in principle on “burden-sharing”, or burden-sharing in energy and climate matters. Flemish Minister Saturn Demir (N-VA) negotiated this agreement with the other regions and the federal government last week. The agreement, which includes the distribution of climate funds, is also ahead of other governments. Demir said: “It is a step forward in a file that has been banned for years and is the result of constructive negotiations.”

As a result of the agreement, the ban could be lifted from the auction proceeds pot of European emissions rights. In total, this concerns about 1.5 billion euros.
The agreement provides for a distribution switch in which Flanders will receive 52.76 per cent, the Walloon region will receive 30.65 per cent, the Brussels region will receive 7.54 per cent and the federal government will receive 9.05 per cent. For Flanders, that would translate to nearly 800 million euros. However, Demir’s government points out that it is not about the “extra” money. The money has already been funded before and is already included in the Flemish Renewal Policy, for example.
Parliaments approval
The agreement is now being presented in principle to various governments. The Gambon government has already given the green light. Yesterday, the Brussels-Capital Region government also agreed.
Once all governments have ratified the agreement, a formal cooperation agreement will be signed, which must also be approved by parliaments. In order to repeal the so-called climate liability mechanism, a federal amendment to the law would also be necessary.
The next phase of talks will start in February 2023. Agreements on updating the energy and climate plans of different governments, as well as new European climate and energy regulations, must then also be concluded.
